How to Apply
1. How to apply for the "Northbound Travel for Hong Kong Vehicles" (the Scheme)?

Since the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Link Road is designated as closed road, applicants are required to apply for a Closed Road Permit (CRP) for vehicles entering the Guangdong Province. The Scheme only accepts online application. Applicant is required to submit application, together with relevant supporting documents, to designated website for the Scheme and the application will be jointly assessed by the governments of Guangdong and Hong Kong. The Transport Department will conduct preliminary vetting based on submitted information and the Mainland Government authorities will process the application. Applicants will be notified by email or SMS about the application status and required formalities by the Mainland authorities via the e-mail address or Mainland mobile number they provided in the application form. After receiving notification, applicant can access the "Mainland Information System" via the theme page of the Scheme to enquire on application status and upload qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance).

The Scheme will be open for application from 9.00 am on 1 June 2023 as agreed by the governments of Guangdong and Hong Kong. Approved Hong Kong motor vehicles can travel between Hong Kong and Guangdong via the HZMB from 0.00 am on 1 July 2023.

Application Eligibility
2. Are vehicles under regular quota for cross-boundary private cars travelling between Guangdong and Hong Kong eligible to apply for the Scheme?

No. Vehicles under regular quota for "travelling between Guangdong and Hong Kong" or "Ad Hoc Quotas for Cross Boundary Private Cars" are not eligible to apply for the Scheme.

3. Are vehicles under "Regular Quota for Hong Kong Private Cars to Macao (Access to City Centre) (Company or Individual Quota)" eligible to apply for the Scheme?

Yes. Please note that vehicles under the Scheme must be private cars registered in the name of an individual.

4. Are vehicles registered under the names of companies eligible to apply for the Scheme?

No. Vehicles under the Scheme must be private cars registered in the name of an individual.

5. Are people eligible to travel to and from the Mainland who possess the status of Hong Kong residents but are not holding the Mainland Travel Permits for Hong Kong and Macao Residents (commonly known as "Home Return Permits") eligible to apply for the Scheme?

No. According to the existing arrangement of the Scheme, an applicant must be a Hong Kong resident who possesses a valid Hong Kong Identity Card and a valid Mainland Travel Permit for Hong Kong and Macao Residents (i.e. 'Home Return Permit'), and he/she must also be the registered owner of the private car concerned.

Designated drivers must be a Hong Kong resident who possesses a valid Hong Kong Identity Card. Besides, designated drivers must possess a valid Mainland Travel Permit for Hong Kong and Macao Residents (i.e. 'Home Return Permit'), a foreign passport with a valid visa/endorsement (or a residence permit or a permanent resident card) or other international travel documents with a valid visa/endorsement (or a residence permit or a permanent resident card).

6. What is "Declaration for the Designated Drivers"?

Every designed driver is required to fill out and sign an "Declaration for the Designated Drivers" in indicating their agreement on being a designated driver for vehicle under "Northbound Travel for Hong Kong Vehicles", complying with the relevant regulations and giving consent on the use of personal data. Applicants are required to download the "Declaration for the Designated Drivers" at the theme page and upload the declaration for each and every driver during the course on application. 7. What is the validity period if the application is approved? Any renewal mechanism?

Upon approval, the applicant will be issued the Mainland electronic vehicle licence. According to information of the Mainland Government, the validity period of electronic vehicle licence will be aligned with the validity period of qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance) and shall not exceed 1 year. Since Closed Road Permit issued by the Transport Department will be aligned with the electronic vehicle licenses issued by the Mainland authorities, applicants are advised to ensure same validity period is selected for Closed Road Permit application and "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance for motor vehicles.

There is no renewal mechanism for the Scheme and applicants are required to submit a fresh application. According to the "Guangdong Province Administrative Measures for Hong Kong Private Cars Travelling to the Mainland via the Hong Kong-Zhuhai-Macao Bridge", applicants can submit applications according to required conditions and procedures 30 days prior to expiry of Mainland electronic vehicle licence. If the application is approved subsequently, the Mainland authorities will re-issue the electronic vehicle licence.

8. Is re-uploading required if the information in re-application is same as previous application for the Scheme?

Yes. Applicants are required to upload all application documents again.

9. A private car is issued with Closed Road Permit and the Mainland electronic vehicle licence under "Northbound Travel for Hong Kong vehicles". Would it be able to travel to and park at the East Car Park of the HZMB Frontier Post at Macao Port under the "Hong Kong-Zhuhai-Macao Bridge Macao Port Park-and-Ride Scheme" (the "Macao PnR Scheme")?

According to the press release issued by the Macao Transport Bureau, if applicants have a valid CRP for cross-boundary vehicles travelling between Guangdong and Hong Kong, please refer to the following arrangement for entering the East Car Park of the HZMB Frontier Post at Macao Port ("the Macao Car Park"):

(1) When the real-time remaining parking spaces in the car park are more than 600, there is no need to reserve and can enter directly;

(2) When the real-time remaining parking spaces in the car park are less than 600, reservation is required before entering the car park. The reservation mechanism has been revised, applicants are required to provide license plate and mobile phone number which can receive SMS and verification code only. The parking space will be reserved for 3 hours after reservation is completed. During the reservation period, the same vehicle cannot make repeated reservation. Reservation cannot be changed, but can be canceled at any time;

(3) Parking at the Macao Car Park is free of charge, and the maximum number of parking days is 8 consecutive days; and

(4) Applicants are required to purchase the “Short-Term Insurance Applicable for the Park-and-Ride Scheme of the HZMB Macao Port” via the insurance platform for the Park-and-Ride Scheme of the Hong Kong-Zhuhai-Macao Bridge Macao Port. As the details of the application procedures (including the fees) as required by the Macao Government are determined by the Macao Government and may be updated from time to time, applicants are advised to obtain information on the latest arrangements and fees by making enquiries to the Macao Transport Bureau by phone at ((853) 8866 6363) or checking the Bureau’s website (http://www.dsat.gov.mo).

10. Further to Q9, I possess a valid Mainland driving licence, but I am not a designated driver under the "Northbound Travel for Hong Kong vehicles". Would I be able to travel to the East Car Park of the HZMB Frontier Post at Macao.

No, the vehicle issued with Closed Road Permit must be driven by designated drivers listed in the Approval Letter issued by the Transport Department.

11. What is "交管12123" app?

"交管12123" is an integrated platform on road safety as developed by the Mainland Public Security Department. It can be downloaded at http://gd.122.gov.cn/ .

Application Procedure
12. What are the application procedures for the Scheme?

The application procedures mainly include submitting Closed Road Permit application to the Transport Department, vehicle inspection, taking out qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance) and filing records in the Mainland (if applicable) and appointment for travelling.

13. Can I submit application for the Scheme if I have missed the designated time for application submission after being awarded an application opportunity through computer ballot?

No. You must submit application within the designated 72 hours by the system. If you could not submit application within the designated time, you may apply for the next round of computer ballot.

14. I was not allocated with a timeslot for submission of application through balloting. Will I be automatically registered with the next round of ballot?

No. You will not be automatically registered with the next round of ballot. If you are still interested, you may register for the next round of ballot through the online system for submission of application.

15. Is taking out Mainland compulsory traffic accident liability insurance for motor vehicles necessary prior to application for Closed Road Permit?

No. The Transport Department will conduct preliminary vetting based on submitted information and the Mainland authorities will also process the applications. Applicants will be notified by email or SMS about the application status and required formalities by the Mainland authorities (including vehicle inspection at designated location in Hong Kong) via the e-mail address or Mainland mobile number they provided in the application form.

After completion of vehicle inspection, Mainland related authorities will notify the applicant on the inspection result via email or Mainland SMS stated in the application form. The applicant can also access the vehicle inspection report on "Mainland Information System" via the theme page of the Scheme. If the inspection is passed, applicants are required to take out qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). Applicants could log into the "Mainland Information System" to enquire on the result of insurance take out after one working day of purchase. If successful, applicants will be required to confirm and upload the relevant proof on "Mainland Information System". If result of insurance take out is not found on the System, applicants are required to upload the relevant proof manually for assessment to obtain electronic vehicle licence.

According to information from the Mainland authorities, the validity period of electronic vehicle licenses will be aligned with the validity period of the qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). Since Closed Road Permit issued by the Transport Department will be aligned with the electronic vehicle license issued by the Mainland authorities, applicants are advised to ensure same validity period is selected for Closed Road Permit application and the Mainland compulsory traffic accident liability insurance for motor vehicles. Apart from the above, Zhuhai Traffic Police will only process applications with a valid Mainland vehicle insurance (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). If the Mainland vehicle insurance is valid at the time of uploading to the Mainland Information System, Zhuhai Traffic Police process the application accordingly. If the Mainland vehicle insurance is not valid, Zhuhai Traffic Police will only process the application after the Mainland vehicle insurance come into effect. Applicants are reminded to observe relevant requirements before taking out Mainland vehicle insurance.

Please note that applicants are advised to allow sufficient time for completion of application procedures and related formalities as taking out motor vehicle insurance in Mainland may require considerable time. Besides, the conditions and level of insurance premium are determined by the relevant insurer and may vary from time to time. Applicants are advised to obtain up-to-date information on required procedures and level of insurance premium before submitting applications.

16. What is the application fee for "Northbound Travel for Hong Kong Vehicles"?

The application fee for the Closed Road Permit is HK$540 per year or HK$45 per month (any part of a month counting as one month) required by the Transport Department. For the application procedures as required by the Mainland government, fees are required for installing RFID device and vehicle inspection. Details will be announced by the relevant Mainland authorities in due course. Apart from the above, applicants are required to take out Mainland statutory Compulsory Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). The price schedules for taking out such vehicle insurance are set by the relevant insurance companies, and may be updated from time to time, applicants are advised to obtain up-to-date information on the required procedures and fees before submitting applications.

17. After submitting the application, can an applicant withdraw the application or amend the information he/she provided?

No. Once the application for Closed Road Permit (CRP) is submitted, the applicant cannot withdraw or amend any vehicles and drivers related particulars (e.g. addition, cancellation or change of the designated driver(s); change of vehicle (even using the same vehicle registration mark); or change of the vehicle registration mark); otherwise the applicant is required to submit a new application, and the relevant fees paid would not be refunded. CRP issued for a specific vehicle is not transferable either.

Furthermore, as required by the governments of Guangdong and Hong, all applications will be assessed on the basis of the information on the applicants, drivers and vehicles provided at the time of application. The CRP issued will become invalid if there is any change in such information after an application has been approved and the relevant approved documents (including the CRP and electronic vehicle licence, etc.) have been issued. The relevant authorities of the two governments may also refuse the vehicle in travelling to Guangdong Province via HZMB.

18. How to apply for the duplicate of Certificate of Roadworthiness (COR) for a private car?

The applicant may approach the Designated Car Testing Centre issuing the concerned Certificate of Roadworthiness for submitting the application and has to make the payment for the duplicate COR (HK$180). Information on the relevant designated car testing centres is available at the website below:

19. It is stated that The Certificate of Roadworthiness (COR) only valid for 4 months from the date of issue. Would it be used for application under "Northbound Travel for Hong Kong Vehicles" if the COR is issued more than 4 months from today?

Yes. The COR is only valid for 4 months for the purpose for vehicle licence renewal. For applications under "Northbound Travel for Hong Kong Vehicles", you are required to submit the latest COR.

20. Applicant of the "Northbound Travel for Hong Kong Vehicles" has a private car just manufactured for 6 years, which vehicle examination could only be arranged 4 months before expiry date of his vehicle licence according to prevailing requirement. In case the applicants would like to apply for "Northbound Travel for Hong Kong Vehicles", how could the applicant arrange vehicle examination for his private car to obtain the Certificate of Roadworthiness (COR)?

To facilitate the applicant to apply for "Northbound Travel for Hong Kong Vehicles", the Transport Department liaised with all operators of Designated Car Testing Centres (DCTCs) for special arrangement to accept vehicle examination appointment for vehicles manufactured for 6 years (for example, private car manufactured in 2016 if the application is submitted in 2023) with vehicle licence validity period beyond 4 months. Concerned vehicle owners may approach DCTCs directly to make appointments for vehicle examination for the purpose of obtaining the COR so as to proceed with their applications under "Northbound Travel for Hong Kong Vehicles". Vehicle examination appointment under the special arrangement could not be made via online examination booking system, and vehicle owners must contact DCTCs by phone for making appointment. The fee for vehicle examination would be HK$585.

Please be advised that vehicle owner should arrange another vehicle examination for the purpose of renewing vehicle licence within 4 months before its expiry date, if the COR is not issued within 4 months from the date of expired of the vehicle licence.

21. How can I verify the message from the Mainland government authorities such that I will not be deceived?

The "Northbound Travel for Hong Kong Vehicles" theme page provides one-stop application service. Applicants may complete application with the Transport Department and access to the relevant Mainland Information System via the same theme page.

22. How to complete the "filing records" procedures with the Mainland Immigration Inspection?

Upon vetting of the Mainland Immigration Inspection, the "filing records" for the vehicle would be completed automatically through the "Mainland Information System".

Drivers may be required to complete "filing records" at designated places if it could be completed online automatically. For those who have completed "filing records" with the Mainland "e-channel" (旅客快捷通道備案), "filing records" would be completed automatically through the "Mainland Information System". Otherwise, they are required to complete the "filing records" on the spot.

In facilitating Hong Kong drivers completing "filing records", once they have completed the "filing records" for using the Mainland "e-channel" (旅客快捷通道備案) at any land border checkpoints, they can complete "filing records" automatically through the "Mainland Information System".

23. How long does it take to apply for the Scheme?

The processing time required for each individual case depends on the accuracy of each application, and the applicants’ arrangement on completing of formalities required by the Mainland authorities (such as vehicle examination, taking out motor insurance and upload relevant documents to the Mainland Information System). Transport Department requires around one working day to receive and process the application result and the electronic vehicle licence data from the Mainland authorities. After confirmation of information, we will inform you of the result of your application by email and by post within two working days. If the application is approved, the Closed Road Permit will be sent to you by post as an ordinary letter.

24. How can I keep track on my application?

Applicants may click here and use the "Enquire Application Status" of the designated website to track their applications at one of the following status: "Under Processing", "Application is under the processing by the Mainland government authorities", "Approved", "Cancelled" and "Rejected".

For cases at “Application is under the processing by the Mainland government authorities”, applicants may check directly on the Mainland Information System or contact the customer service of the System to enquire their case update and necessary formalities to be completed.

25. Has the Transport Department implemented any facilitating measure to assist applicants submitting an application?

Starting from 15 April 2024, the Transport Department has implemented a recognition tool to the online application system for “Northbound Travel for Hong Kong Vehicles” to identify the information printed on the application documents, assist the verification against the information input by applicants, and remind applicants to rectify as and when required, which will strengthen the accuracy of information verification and expedite the application processing of the Transport Department.

If the information input by applicants do not match with the identified information on the application documents, applicants are required to return to the previous application page to confirm and (if necessary) rectify relevant content at the first attempt to proceed to the next part. If the recognition tool still detects inconsistent information when applicants try to proceed to the next part of application at the second attempt or beyond, applicants may opt to omit the warning message to proceed to the next part of the application.

Apply Mainland driving licence
26. How to apply for a Mainland Driving Licence?

Any Hong Kong residents holding a valid full Hong Kong Driving Licence can apply for the direct issue of the Mainland Driving Licence for private car from the Guangdong Public Security Department. The applicant must apply in person at the licensing counter of any of the designated Vehicle Control Offices in Guangdong Province and undergo body check at qualified medical institutes in Guangdong Province. Insurance
27. What is the insurance requirement for vehicles travelling in the Mainland?

Hong Kong private cars that enter Guangdong, including vehicles under the Scheme, must comply with the statutory motor insurance requirements on third party risk as required by the Hong Kong and the Mainland authorities. Applicants for the Scheme may procure, through Hong Kong insurance companies offering relevant services, qualified "unilateral recognition" insurance products or separately purchase "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" in the Mainland under the prevailing one-stop service arrangement.

28. What is qualified Traffic Accident Liability Insurance for Motor Vehicles?

Qualified Traffic Accident Liability Insurance for Motor Vehicles includes "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" and "unilateral recognition" insurance.

29. What is "unilateral recognition"?

Relevant regulators of Hong Kong and the Mainland have reached consensus on the "unilateral recognition" policy for cross-boundary motor insurance. Applicants for the scheme may procure as top-up to their Hong Kong statutory motor insurance policy an equivalent of the mandatory "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" in the Mainland and choose selective top-up cover (i.e. Commercial Motor Insurance) depending on their needs. The entire "unilateral recognition" insurance policy is issued by a Hong Kong insurance company, so that there is no need to purchase two separate policies for Hong Kong and the Mainland. Driving in the Mainland and HZMB
30. Any recommendations for self-driving in the Mainland?

The driving environment, rules and regulations, as well as road design and traffic direction, etc. vary considerably between Guangdong and Hong Kong. Given the vast territory of the Guangdong Province, motorists will have more chances to drive long hours and feel tired more easily. Therefore, an applicant should, on top of the basic eligibility requirements, aware whether he has adequate experience, knowledge and ability in driving in the Mainland.

Motorists should comply with the rules and regulations of the Mainland and get hold of relevant information on travelling from one destination to another via HZMB, including maps, planned driving routes, and consider using global positioning system to facilitate driving, etc.

Applicants and designated drivers are reminded to read the "Guangdong Province Administrative Measures for Hong Kong Private Cars Travelling to the Mainland via the Hong Kong-Zhuhai-Macao Bridge" ("Administrative Measures") in order to understand the relevant rules and regulations for implementation of the Scheme in the Mainland before submitting applications. 31. Any recommendations for self-driving on HZMB?

The HZMB Main Bridge is located within Mainland waters and the toll plaza is also situated in the Mainland. The HZMB Authority, which is responsible for the operation of the Main Bridge, will collect tolls from vehicles using the HZMB Main Bridge in accordance with the laws of the Mainland. 32. Are electronic payment means available at HZMB?

The toll plaza of the HZMB Main Bridge consists of manual and free-flow electronic toll lanes. For the manual toll lanes, motorists could pay tolls of the HZMB Main Bridge in cash (only RMB is accepted), bank / credit card, Alipay and Wechat Pay etc. for electronic payment. As for the free-flow electronic toll lanes, motorists could use smartcards (including Hong Kong Autotoll or Electronic toll tags issued by the Mainland) for non-stop payment.

33. Can I use the ETC service on highways in the Mainland after successfully apply for the Scheme?

34. What should I do if my vehicle is stolen, damaged or lost in the Mainland?

According to article 13 of the "Guangdong Province Administrative Measures for Hong Kong Private Cars Travelling to the Mainland via the Hong Kong-Zhuhai-Macao Bridge", for vehicles stolen, damaged or lost in the Mainland, vehicle owners/ drivers are required to report the Mainland Customs/ Public Security Department and complete relevant formalities.

35. What should I do if I meet with accidents in the Mainland?

Participants of "Northbound Travel for Hong Kong Vehicles" are advised to visit the following website on "How to handle traffic accidents when driving in the Mainland" (Only Simplified Chinese version is available) before departure.

We care about Hong Kong residents involving in the traffic accidents and criminal cases in the Mainland. Immigration Divisions of Economic and Trade Offices (ETOs) in the Mainland/ Immigration Department will provide necessary assistance to Hong Kong residents in case of accidents/ emergencies.

Upon implementation of the "Northbound Travel for Hong Kong Vehicles", the Hong Kong Economics and Trade Office in Guangdong (GDETO) will continue to be in close liaison with the Mainland government authorities for providing assistance for Hong Kong residents involving in traffic accidents. GDETO will flexibly deploy manpower (including reinforcement within GDETO or other ETOs in the Mainland) in case of accidents/ emergencies.

36. Can Hong Kong's electric vehicles (EVs) directly use EV charging facilities (also known as "Electric Vehicle Supply Equipment (EVSE)") in Mainland to perform EV charging?

EV charging standards in Hong Kong generally accept Alternating Current (AC) and Direct Current (DC) charging. Most of the EVs adopt IEC 62196 Type 2 (hereafter named as "Type 2") as the AC charging standard, and Combined Charging System Type 2 (hereafter named as "CCS2") as the DC charging standard, whereas the EV charging standard in the Mainland, regardless of AC or DC charging, adopts Guobiao GB/T 20234. The "Type 2" or CCS2 standard connectors used in Hong Kong are not compatible with the EVSE of the Guobiao GB/T 20234.

Therefore, using EVs in Hong Kong that commonly adopt "Type 2" AC charging standard as an example, they need to be equipped with a "GB/T to Type 2" AC EV Adapter Device to use most of AC charging facilities in Mainland. Vehicle owners should also pay attention to whether the EV Adapter Device and its accessories (including the flexible cable connected to the charging socket) are suitable for outdoor use.

The Transport Department has issued a "Note on the use of Electric Vehicle Adapter Device" for reference of electric vehicle owners participating the scheme of "Northbound Travel for Hong Kong Vehicles".
