The application procedures of the Scheme are:
- Eligible applicants are required to apply for the application ballot by registering for computer ballot via the theme page of the Scheme.
- Successful applicants with application ballot allocated can submit applications of the Scheme via the theme page of the Scheme within designated time. Applicants are required to provide a correct email address during their application for receiving email messages issued by the government of Guangdong and Hong Kong on the subsequent follow up actions required for the application, the application progress, vetting result, notification of renewal application and traffic-related arrangement.
- The Transport Department will conduct preliminary vetting based on submitted information.
- The Mainland Government authorities will process the application. Applicants will be notified by email or SMS about the application status and required formalities by the Mainland authorities via the e-mail address or Mainland mobile number they provided in the application form. The required formalities include:
- Vehicle inspection at designated location in Hong Kong;
- Take out qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance) and
- To visit self-registration centers in Mainland for filing records (if applicable).
- After receiving notification, the applicant can access the "Mainland Information System" via the theme page of the Scheme to enquire on application status and upload qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance).
- The validity period of electronic vehicle licenses will be aligned with the validity period of the qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance) and shall not exceed one year. The expiry date of your eligibility shown on the e-Approval Letter issued by the Transport Department will align with the validity of your “Temporary Electronic Vehicle Licence” issued by the Mainland authority.
- According to the Mainland government authorities, Zhuhai Traffic Police will only process applications with a valid Mainland vehicle insurance (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). If the Mainland vehicle insurance is valid at the time of uploading to the Mainland Information System, Zhuhai Traffic Police process the application accordingly. If the Mainland vehicle insurance is not valid, Zhuhai Traffic Police will only process the application after the Mainland vehicle insurance come into effect. Applicants are reminded to observe relevant requirements before taking out Mainland vehicle insurance.
- The Mainland Government will conduct assessment on relevant documents including application documents, vehicle inspection report and qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance).
- If the application is approved, applicants will be issued the electronic vehicle licence by the Mainland authorities. Please note that applicants must wait for the e-Approval Letter issued by the Transport Department to complete the entire application process.
- After the Mainland authorities complete the vetting procedures and issues the “Temporary Electronic Vehicle License”, in about three working days, the Transport Department will receive and process the application result and the “Temporary Electronic Vehicle Licence” data from the Mainland authorities, and inform you of the application result and issuance of the e-Approval Letter by email.
Applicants may also check the action required for the completion of the aforementioned formalities through the“Mainland Information System”.
- Applicants must hold a valid Closed Road Permit / e-Approval Letter for the vehicle to be driven on the closed road for travelling to Guangdong Province or returning to Hong Kong; otherwise it constitutes an offence and offenders are liable to prosecution.
- After obtaining electronic vehicle licence from the Mainland authorities and e-Approval Letter from the Transport Department, applicants can travel to Guangdong via the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port on Tuesdays and Wednesdays (except specified dates) without prior booking. However, for Mondays, Thursdays to Sundays, and specified dates, applicants are required to reserve a specified date and timeslot for travelling via the “Specified Dates Booking System” before they can travel on the reserved time slots.
- Specified dates include: Hong Kong or Mainland public holidays and the day before, toll-free days of the Hong Kong-Zhuhai-Macao Bridge and other dates specified by the authority.
- After reserving the specified date for travelling, the driver is required to drive to Guangdong via the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port on the reserved specified date and time.
- The Specified Dates Booking arrangement under the “Northbound Travel for Hong Kong Vehicles” is applicable to vehicles travelling to Guangdong Province via the Hong Kong-Zhuhai-Macao Bridge only; and no booking is required for vehicles returning to Hong Kong via the Hong Kong-Zhuhai-Macao Bridge.
- Starting from October 13, 2025, vehicles approved to participate in the “Northbound Travel for Hong Kong Vehicles” will not be subject to the designated closed road restrictions and need not apply for Closed Road Permits for passing through the closed roads connecting the control points. Existing“Northbound Travel for Hong Kong Vehicles” CRP holders are not required to display the CRP on the vehicle's windscreen. However, you should keep the valid CRP and the approval letter until expiry so that you can present them to law enforcement officers as documentary proof for verification of the eligibility of the vehicles under the designated schemes when requested.
- If you have received an e-Approval Letter confirming your eligibility to participate in the“Northbound Travel for Hong Kong Vehicles”, you should download or print it as documentary proof in case of inspection by law enforcement officers regarding the eligibility of the vehicles under the designated schemes.
- Before driving to Guangdong Province, you must carry (i) a valid “Temporary Electronic Vehicle License” issued by the Mainland authorities, (ii) a valid CRP/ e-Approval Letter, and (iii) the qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance) in the Mainland. Your vehicle can only enter/ exit the cross-boundary closed roads and Guangdong Province with a valid permit/ e-Approval Letter, “Temporary Electronic Vehicle License” and qualified Traffic Accident Liability Insurance for Motor Vehicles in the Mainland.
- The application eligibility and other conditions of the scheme remain unchanged. Anyone who wishes to participate in the scheme is still required to submit new or renewal applications in accordance with the scheme's requirements.
Drivers should get hold of relevant information including toll levels of Hong Kong-Zhuhai-Macao Bridge and driver guide prior their departure for Guangdong. For details, please refer to the thematic website of Hong Kong-Zhuhai-Macao Bridge Hong Kong Section ( http://www.hzmb.gov.hk ).
- The Transport Department (TD) anticipates that the traffic at Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port and Zhuhai Port as well as connecting roads will be relatively busy during long weekends and festive periods. TD hereby appeals cross-boundary private car owners who intended to use the HZMB for returning to Hong Kong during long weekends and festive periods to plan their journeys ahead and to travel at less busy hours.
- Cross-boundary private car owners are advised to pay attention to special traffic and transport arrangements implemented by Mainland and Hong Kong authorities depending on the actual traffic conditions and the latest traffic announcement issued by relevant authorities, be patient when driving in the vicinities and follow on-site instructions.
- Private car owners may access the WeChat official accounts “hzmbzhport” or “zhuhaifabu”, for the real-time vehicle clearance situations of HZMB Zhuhai Port (traffic-info.gzazhka.com:5015/#/) (only Simplified Chinese version is available).
- Zhuhai has introduced two enhancement measures: (i) completing phase 1 of enhancement measures on improving private car clearance efficiency at Zhuhai Port, including releasing the exit lanes reserved for Goods Vehicles to private cars during busy hours, and shortening the clearance time required with the use of technology; and (ii) opening HZMB Zhuhai Port Service Area (located at the north side of Zhuhai Port), which includes a commercial recreation area and a parking lot with around 2,500 parking space (with 238 electric chargers), allowing travelers to relax and rest while waiting for clearance during busy hours.
Applicants are advised to allow sufficient time in completing all relevant formalities (such as taking out insurances and completing vehicle inspection) as the processing of applications by the HKSAR Government and Mainland authorities may require considerable time.
