To facilitate applicants of “Northbound Travel for Hong Kong Vehicles” to renew relevant licence and permit in a timely manner, applicants holding Closed Road Permit with validity period ending in or after July 2024 and fulfilling all of the following criteria may submit renewal applications during the designated application period allotted by the Transport Department, without participating in computer balloting.
Eligibility of Renewal Application
- Other than the general application eligibility of applicants, vehicles and designated drivers, renewal applications are required to comply with ALL of the following criteria:
- Applicant remain unchanged;
- Vehicle remain unchanged (including the Hong Kong Registration Mark, Chassis No. / V.I. Number., Engine Number and colour, etc.); and
- Designated drivers remain unchanged (including the number of designated driver(s) and the Hong Kong Identity Card No. of the designated driver(s))

Note
- If the validity of applicant’s electronic vehicle licence has expired on the day of renewal application submission, the application will be deemed as ineligible for renewal. Transport Department will have to first submit a request to the Mainland authorities to cancel the electronic vehicle licence, and has to complete all cancellation procedures before passing the new application for Mainland authorities’ processing. The cancellation process will take around 2 weeks.
- After an applicant submit a renewal application, Transport Department will conduct preliminary vetting. If Transport Department noted that the information or document(s) provided is / are incorrect, Transport Department will contact the applicant by means of email for supplementing the required information or document(s). Applicant should reply the email and provide the required information or document(s) as soon as possible. If applicant did not submit the required information or documents(s) one month after the expiry of the electronic vehicle licence to complete the preliminary vetting, the electronic vehicle licence will be deemed as invalid for the processing of renewal application and the application will be deemed as ineligible for renewal.
Applications not Meeting Renewal Eligibility
- If the applicants for the renewal of “Northbound Travel for Hong Kong Vehicles” fail to meet any of the above criteria under “Eligibility of Renewal Application”, they are required to re-participate in the computer ballot and submit applications for “Northbound Travel for Hong Kong Vehicles” in the form of a new application within the allotted designated period.
- If an application does not meet the eligibility for a renewal application, the Mainland authorities requires the Transport Department to first submit a request to the Mainland authorities to cancel the electronic vehicle licence after its expiry. The Transport Department shall complete all cancellation procedures before passing the new application for Mainland authorities’ processing. The cancellation process will take around 2 weeks, please wait patiently.
Submission of Renewal Applications
- The Transport Department will issue notification emails to holders of Closed Road Permit with validity period ending soon by batches for submission of renewal applications.
- Notification email includes the following information:
- Passcode; and
- Designated application period.
- The applicants may submit renewal application through the designated website during the designated application period stated in the notification email. To allow renewal applicants to have sufficient time to prepare necessary application documents, the designated application period will be extended from 6 calendar days to 13 calendar days. (Applicable to eligible renewal applications with designated application period on or after 14 April 2025)
- To facilitate applicants to enquire information on the notification status, designated application period and Passcode, applicants may use “Enquire Renewal Application Invitation Details” function to check the above details online.
- Notification Timetable
Under normal conditions, the Transport Department will issue notification email to applicants 2 to 3 months before the expiry of the Closed Road Permit. The Transport Department will suitably review and revise the arrangement subject to the actual circumstances. The designated application period allotted to each applicant shall be based on the dates listed in the notification email and the dates listed in the notification email shall prevail. The timetable on notification of renewal applications for January to November 2025 is tabulated below for reference:

Applicants may click here and use the “Enquire Renewal Application Invitation Details” function to check the designated application period and information relating to the submission of renewal application online. In case applicants cannot submit renewal application during the designated application period, applicants shall participate in computer balloting for a quota to submit applications for “Northbound Travel for Hong Kong Vehicles”.
Procedures on Renewal Applications
- • Applicants fulfilling all of the above “Criteria for Renewal Applications” may click here to access the designated website during the designated application period and input the following information to log in, submit renewal application and pay the Transport Department for the Closed Road Permit for “Northbound Travel for Hong Kong Vehicles”:
- Passcode provided in the notification email;
- Hong Kong Identity Card number of the applicant;
- Hong Kong vehicle registration mark; and
- Currently valid Closed Road Permit number.
- Applicants are required to provide a correct email address during their application for receiving email messages issued by the government of Guangdong and Hong Kong on the subsequent follow up actions required for the application, the application progress, vetting result, notification of renewal application and traffic-related arrangement.
- Applicants will be waived from submitting "Declaration for the Designated Drivers" when they submit renewal application using the Passcode provided in the notification email.
- The Transport Department will conduct preliminary vetting based on submitted information and contact the applicants for supplementary information and documents by email if necessary.
- In accordance with "Guangdong Province Administrative Measures for Hong Kong Private Cars Travelling to the Mainland via the Hong Kong-Zhuhai-Macao Bridge", Mainland authorities will accept and vet applications submitted by holders of valid licences for “Northbound Travel for Hong Kong Vehicles” 30 days prior to expiry of Mainland electronic vehicle licence the earliest. Hence, after completion of preliminary vetting, TD will pass the applications for Mainland authorities’ processing within 30 days prior to expiry of the Mainland electronic vehicle licences. Applicants will be notified by email on the updated application status by then, and they may also click here to enquire the status of their applications online. Applicants are advised to wait patiently after submission of renewal applications.
- The Mainland Government authorities will process the application. Applicants will be notified by email or SMS about the application status and required formalities by the Mainland authorities via the e-mail address or Mainland mobile number they provided in the application form. The required formalities include:
- Vehicle inspection at designated location in Hong Kong;
- Take out qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. “Compulsory Traffic Accident Liability Insurance for Motor Vehicles” or "unilateral recognition" insurance); and
- To visit self-registration centers in Mainland for filing records (if applicable).
- After receiving notification, the applicant can access the “Mainland Information System” via the theme page of the Scheme to enquire on application status and upload qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. “Compulsory Traffic Accident Liability Insurance for Motor Vehicles” or "unilateral recognition" insurance).
- The validity period of electronic vehicle licenses will be aligned with the validity period of the qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). Since the validity period of Closed Road Permit issued by the Transport Department will be aligned with the electronic vehicle license issued by the Mainland authorities, applicants are advised to ensure same validity period is selected for Closed Road Permit application and the Mainland compulsory traffic accident liability insurance for motor vehicles.
- According to the Mainland government authorities, Zhuhai Traffic Police will only process applications with a valid Mainland vehicle insurance (i.e. "Compulsory Traffic Accident Liability Insurance for Motor Vehicles" or "unilateral recognition" insurance). If the Mainland vehicle insurance is valid at the time of uploading to the Mainland Information System, Zhuhai Traffic Police process the application accordingly. If the Mainland vehicle insurance is not valid, Zhuhai Traffic Police will only process the application after the Mainland vehicle insurance come into effect. Applicants are reminded to observe relevant requirements before taking out Mainland vehicle insurance.
- The Mainland Government will conduct assessment on relevant documents including application documents, vehicle inspection report and qualified Traffic Accident Liability Insurance for Motor Vehicles (i.e. “Compulsory Traffic Accident Liability Insurance for Motor Vehicles” or "unilateral recognition" insurance).
- If the application is approved, applicants will be issued the electronic vehicle licence by the Mainland authorities.
- The application result will be passed to Transport Department for further processing through computer systems (normally takes around one working day). The applicants will be informed of the result of application by email and by post within two working days, and, if the application is approved, the Closed Road Permit will be sent to the applicants by post as an ordinary letter.
- After obtaining electronic vehicle licence from the Mainland authorities and Closed Road Permit from the Transport Department, applicants are required to reserve the date and time for travelling via the “Specified Dates Booking System” before travelling to Guangdong via the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port.
- After reserving the specified date for travelling, the driver is required drive to Guangdong via the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port on the specified date and time.
Drivers should get hold of relevant information including toll levels of Hong Kong-Zhuhai-Macao Bridge and driver guide prior their departure for Guangdong. For details, please refer to the thematic website of Hong Kong-Zhuhai-Macao Bridge Hong Kong Section (http://www.hzmb.gov.hk).
- The Transport Department (TD) anticipates that the traffic at Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port and Zhuhai Port as well as connecting roads will be relatively busy during long weekends and festive periods. TD hereby appeals cross-boundary private car owners who intended to use the HZMB for returning to Hong Kong during long weekends and festive periods to plan their journeys ahead and to travel at less busy hours.
- Cross-boundary private car owners are advised to pay attention to special traffic and transport arrangements implemented by Mainland and Hong Kong authorities depending on the actual traffic conditions and the latest traffic announcement issued by relevant authorities, be patient when driving in the vicinities and follow on-site instructions.
- Private car owners may access the WeChat official accounts “hzmbzhport” or “zhuhaifabu”, for the real-time vehicle clearance situations of HZMB Zhuhai Port (traffic-info.gzazhka.com:5015/#/) (only Simplified Chinese version is available).
- Zhuhai has introduced two enhancement measures: (i) completing phase 1 of enhancement measures on improving private car clearance efficiency at Zhuhai Port, including releasing the exit lanes reserved for Goods Vehicles to private cars during busy hours, and shortening the clearance time required with the use of technology; and (ii) opening HZMB Zhuhai Port Service Area (located at the north side of Zhuhai Port), which includes a commercial recreation area and a parking lot with around 2,500 parking space (with 238 electric chargers), allowing travelers to relax and rest while waiting for clearance during busy hours.
